I am an economic analyst and policy advisor with a background in built environment investment projects.

My background

I’ve worked in regional development since 2016, contributing to a mix of strategy and delivery projects across the housing, employment, transport, and regeneration domains. My technical specialism is in economic appraisal and public sector business case development, though I usually work wider than this. I have a strong interest in public policy, in evidence-informed decision-making, and especially in the appropriate use of social cost-benefit analysis.

My role at City-REDI

I’ve joined City-REDI primarily to develop the institute’s public sector business case service. I am also working within the evaluation team under George Bramley and have been supporting our professors to provide research to external groups, including my former employer. City-REDI has a close relationship with the Combined Authority and much of our work is in support of their initiatives.

Why City-REDI?

The University of Birmingham takes its civic role seriously; supporting the city-region with its challenges is part of the organisational culture. City-REDI’s creation and its ongoing policy focus are examples of this. Everyone wants their home to continue to improve, and I’m grateful to be part of this mission.

A quick plug for our business case services

Our well-connected and experienced team are here to help whether you are applying for a specific capital or revenue grant or wish to promote a project for public funding more generally.

We can also support you to deliver your organisational strategy through project development and implementation planning. For funders, we offer independent advice on project selection, funding prioritisation, and programme management.

Working with the Green Book can be complicated, so get in touch with us if you need support preparing or assessing a public sector business case.

This blog was written by Thomas Burton, Senior Policy Analyst, City-REDI, University of Birmingham.

Disclaimer:
The views expressed in this analysis post are those of the authors and not necessarily those of City-REDI / WM REDI or the University of Birmingham.

Sign up for our mailing list

I joined City-REDI at the end of 2024 from the West Midlands Combined Authority, where I was in the housing and regeneration policy team.
